Seriously? For the same reason there's a minimum UCI weight limit on bikes.

But surely there a tri-spoke and five-spoke carbon wheels out there that are stronger than many 16-spoke wheels

I believe it was the Rev-X, to many lost or damaged body parts during pile ups cause by the large space between spokes, along with there sharp edge..........

Michele Bartoli nearly lost a kneecap in an altercation with a Spinergy Rev X and whined to the UCI to get rid of them.

16 spokes was determined through various manufacturers' tests to be the safe minimum at which the wheel would remain ridable if a spoke were to break. Less spokes, and breakage of a single one could often result in the rider going down. The UCI decided to use those test results and create a new rule.

Does this mean those Rolf Vector wheels are now illegal and will be treated like trash on ebay? And when did this rule come about? UCI and/or USAC? I haven't gotten any notices or anything.

You can go lower than 16 spokes, have a deep rim or fat spokes if the wheel pas passed a "break test", but you can only ride those carbon spoke wheels in time trials these days.
