Coupla Upgrade Questions

Right now im training and racing tris on a Trek 1500 w/ Ultegra groupset. I'm looking for a cheap upgrade. I run clip on aero bars on it. the handlebars are the stock bonty select bars and the stock bonty select stem is still on it. The bonty select wheels are also still on the bike. I don't mind training in this setup, but I'd like to either get a new wheelset or new stem/handlebar combination, whichever is more cost effective. Does anyone have any suggestions for new wheels or new TT bars and stems which would cut weight and be more aero? thanks.

Neuvation C50 tubulars for aero. Or soul 4.0s.

The highlighted portion is not very compatible with your desire to cut weight and be more aero... i.e., substantially aero wheels are not cheap.
