Debadging the rims would go a long towards making it less busy. Black chainrings and solid cages wouldn't hurt either. With these tweaks, the colored tires may not be overkill.

older frames are nice, but old group sets (IMO) are not.
to me, rocking a 20+ year old group is like carrying around a walkman.
the cable routing/function was limited to the technology at the time. I don't see beauty in brake cables coming out of the top of the levers, i see old tech.

I humbly submit that old frames should be build with new, cleaner, better-functioning groups.

Then your missing the point.

It will be a cold day in hell before I even think of replacing the Weber carbs on one of my old Porsches with a more efficient and more reliable fuel injection setup.

The old equipment works well for a lot of people that don't push their bikes too hard. Obviously there aren't any serious cyclists that train on vintage equipment regularly by choice...

Period correct peripherals are always a plus on a vintage frame and it is a prerequisite for so to say “Hotness”, on the other hand, modern metal frames build very nicely with modern equipment on them and they look pretty damn hot.

Almost white hot. Green accents are great and really make it stand out, but wheel decals clash with them horribly.
There's also something wrong with the bottle cages. But the thing that irks me the most is the extreme forward tilt of the saddle.

I'm not sure why it looks so extreme in the picture... probably the angle at which I took it. In actuality its pretty much level, perhaps tilted 1 or 2 degrees downwards. Here's a quick pic (note that the stem is level with the ground):
