As much as Jim is taking the heat, I don't believe he was a "lone gunman". I think he was enforcing official policy (in a uniquely hamfisted way) and is getting thrown under the bus since the rest of the team has now realized that not only was the execution a blunder, the policy itself was ill-conceived in the first place.
