The bigger problem I have is that you're sending moderators to enforce rules in a community that they are not a part of.

How are we supposed to just sit back and accept their enforcement when we have no idea who they are? This ties back to the concept of respect: I'm not going to respect you if you show up in my community one day and start enforcing rules which, up to your arrival, had been allowed to slide. And then you wave your badge (i.e. blue star) in my face and expect that I'll acquiesce just because you've been given authority from some autocratic father figure?

As much as Jim is taking the heat, I don't believe he was a "lone gunman". I think he was enforcing official policy (in a uniquely hamfisted way) and is getting thrown under the bus since the rest of the team has now realized that not only was the execution a blunder, the policy itself was ill-conceived in the first place.
