Sorry about the link, looks like there is no absolute link to the picture. It's the 5th picture on the 5th row on the set of pictures on that site. It's a picture of a competitors legs, with what looks like damaged blood vessels.

It's not damaged blood vessel. It's called varicose veins, read up on it.

In his case, it looks to me a result of genetics and other factors, I'd find it hard to believe varicose veins developing consistently on cyclists overexerting themselves.
