TT with old or new?

As of 3 weeks ago, I now have 3 bikes in the stable. A MTB, an aluminum road bike (2006 Windsor Leeds, I know its crappy, but its still running strong...plus I wanted to use this to get me into road cycling), and a Tarmac (the most recent).

I initially was planning on using my Leeds as a beater bike, but even in the rain I find an excuse to use the tarmac. Since its lying around anyway, I thought about switching my Windsor to a permanent TT bike by throwing on some bullhorns (which obviously would require me to get a pair of bar end shifters) and a different seatpost/saddle.

So the question are
1. Would it be worth the money?
2. Under the same exact conditions (including setup, wind, etc.), how much faster would the tarmac frame be vs. my windsor frame?
