As others have said, do some research around the interwebs. At 5'4" you are somewhere around 47-50, depending on the bike and your leg length.

Have a look at this page, figure out your approximate size. Then you can shop for a used bike.

I had a Huffy in the 1st grade. It rocked!

Speaking of Huffys. Does anyone know of a good website that has pictures of old Huffys from the 70s? I'd like to find a pic of my old bike. Sentimental reasons and all that.

The Univega is very comparable to that Nishiki, making it a much, much better deal for the price. Especially if you're going to be tinkering with it and upgrading.

Go test ride them. Standover should give you about 1" of clearance. This is actually done by lifting the bike up until it touches the bone and measuring the clearance between the ground and the tyres.

The Univega looks like it's a 50-52cm and would probably fit you better than the 56cm Nishiki.
