Could a horse win the tour de france?

I'm watching the tour and the horses seem to like running alongside the peloton. This got me thinking about their Tour aspirations. So, could a horse win?

I'd imagine a horse would lose quite a bit of time on the descents, since they can't coast.

But then again, the horse would probably be so far out in front after the climb that it wouldn't really matter.
