You might need to clean the bar and stem and clean and grease the stem bolts. Sometimes grit will cause the clinking noise.
Just make sure the bars aren't damaged from something.

unwrap the bar tape, remove the handlebars, inspect for cracks.
Assuming no cracks, rewrap the bars, grease the stem bolts (not the the stem handle bar inteface just the bolt threads), apply carbon prep paste, like tacx to the stem/ handlebar interface, tighten stem bolts to spec with a torque wrench.

This might sound silly but I had clicking noises coming from what I thought were my bars or stem. I cleaned them, removed and lubed and reinstalled, and the noice was still there. Particularly if I stood up and cranking hard. One day while removing the front wheel to put the bike up on the Yak Rack, I noticed the the quick release seed to make the same noice when I opened it. Hum... I put some Phil's oil on the contact parts of the quick release, opened and closed it a bunch of times to get the oil to penetrate, and shazam, clicking noise was gone.

^ Along the same lines, grease on the front QR skewer can eliminate creaking coming from the axle/skewer.
