Carbon wheel brakes

I know there are posts on this but I wanted to explain my issue with my new wheels.
I have new Easton EC90's. Great wheels! But I have a lot of modulation in the back when braking. I have the yellow Swisstiop pads. My mechanic told me that modulation is normal in carbon wheels but the amount I have is bothersome. Then today, I locked up the rear wheel 3 times. Once right before a tight turn and scared the hell out of me. The back wheel stepped out but thankfully I was able to save it. I wasn't going that fast or braking that hard either.

Anyway, does anyone think it's a brake pad issue or could it be a manuf defect in the wheel? I mean, the modulation is big. It feels like the wheel is way out of true but it's not. But when it hits a "high" spot under braking, that's when I get the lock-up.

My mech recommends I change to Dura-ace pads for carbon wheels. Any other suggestions?

That's called "pulsing," usually. Only because the term "modulation" is generally used to refer the level of control over braking response (i.e. brakes with poor modulation are very on/off, brakes with good modulation allow fine control of stopping power).

See if Easton has instructions on cleaning the rim. Reynolds does for their rims.

Try toeing the pads in more.

Play it safe and email Easton for their recommendation. Read the fine print in the warranty and make sure you won't invalidate the warranty by using a non-Easton recommended pad.
