Interesting. That group Rolling Thunder should make a fuss about this. Some motorcycle riders ride a 3-wheel bike, and there's no reason to require them to put a foot down. Because the 3-wheelers are often an accommodation for a disability, the rider may not be able to put a foot down.

I'm pretty sure you don't have to have ID on you. When he asks, you have to tell him your real name, but that's it. Police cannot demand "PAPERS!!" from someone, unless they're operating a vehicle that requires a license, like a car.
