99 Specialize alleez

Would this be a good beginner triathlon bike? I'm looking to buy one, but don't know its value.
What would be a reasonable price to pay?

From the first photo, it looks like the fork is bent. Could just be the angle, but beware, regardless.

Allez's start around 900 dollarsand go up to around 1800 or better depending on components and extras. I picked up a similar one in silver for about 400 dollars, with only 65 miles on it
