Bent Rear Wheel - Able to fix it?

I realized one of my rear wheel is bent wondering is that a fixable issue? The bent isn't that serious and not visable unless I take out the tire and tube to examine it. Will that affect anything if I can't get it fix and still ride on it?

Is the RIM bent or is the wheel just out of true. Are there any dents or twists in the wheelrim or does it just wobble and touch the brakes?
