Tailor may be able to replace the velcro. Or someone that does upholstery work.
I have yet to bring one of my pairs of shoes to one, but now that you asked this, I'm bringing my shoes to work and letting an upholstery guy check them out.

i agree with CDR, any tailor that can has an industrial typed sewing machine should be able to replace the velcro, they're just sewn on, so it shouldnt be more than a matter of cutting out the old and sewing in the new...
