If your area has a bicycle swap meet, go take a look.
You can find some great deals on new/closeouts/used stuff.
Picked up an old Avocet O2 leather covered saddle (made in Italy) with titanium rails in very decent shape for $1 recently . . .
My suggestion: shorts/saddle/tires.

Get a decent enough set of shorts, and the saddle might be OK.
If he gets the saddle first and wants to ride more, he'll still have to get the shorts.

I agree with shorts unless the saddle is absolutely killing you. Tires last.

Bibs cost more to begin with. I have several pairs of each and keep buying bibs because of the positive comments from others. After several pairs, I think bibs are overrated. They might be good if you don't like something around your waist or have a big stomach and waer suspenders. The down side is you trade the support position to hold shorst up from your waist to your shoulders.

If the saddle's really uncomfortable, then you really should fix that first. If it were me, and I were short of money (which I am), I'd wear the tires out, unless they had mountain tread or something.

so, its down to saddle, or shorts, i see the logic about the tires.
i can ride my commuter with an Aliante 30 miles no problem in cargo shorts and a T-shirt, but ive also had alot of time to adjust the fit on that bike more too...
any recommendations for cheap shorts?
also, if anyone has or had the Terry FLX or Rocket V saddle, input would be greatly appreciated!
youve all been helpful so far!

The Cannondale Classique shorts are nice. If you want to save online, performance brand shorts are fine:

Generally, I don't spend too much on clothes because it hardly makes too much of a difference as long as you have the right clothing.
