I don't think all tire/rim combos can be changed without tools. IME. New tires tend to be especially tight.

A tire/rim with a very loose fit is more prone to improper mounting. Again IME...

I don't understand why tire levers were involved in the install of a tire.

If you meant you snapped them while removing the old tires, then I understand, but then I also don't see why you need any more than 1 tire lever, unless you just need spares for your toolbox, bike bag, etc.. Cheers!
