The widest part of the saddle. Easier if you measure under the saddle. Center of the handle bar to center of the steerer tube for stem length.

Good question. It thought it would have been straight across at the widest point, but I recently bought a saddle that was advertised as 140mm wide. Measured straight across at the widest point, its more like 127mm. The only way I can get 140 is by letting the tape measure conform to the surface of the saddle...thats not really the same thing as width, but apparently thats how it was done with my saddle.
