Honestly, the best way to fit it is to take it for a spin. I know thats hard when the local shops don't have your size in stock. When I bought my last bike I drove into the city (NYC) and visited a half dozen bike shops within a mile of one another which had the bike in stock and tried them out. 2 of those shops had my optimal size and color choice. I chose the cheaper.
If you live in the sticks however, that might be impossible and you may have to get as close as possible. (to answer your question) I don't know if it is the right size based on the numbers but if you ride it and it feels a little small then have them order the very next size up. or down if that is applicable.
You can always adjust the seat height and get a shorter/longer stem (with/ without spacers) for a tweaked fit if it is a little off.
good luck.

Ride it and see if it is comfortable. There are so many things other than seat tube length to consider that you really can't get a great answer here other than ride it and see if you like it.
