Is this tire safe to ride on?

I recently ran over a shard of glass and punctured my tire and tube. Nice excuse to buy new tires for the road bike.

I wanted to put the punctured tire on an old commuter I have. The gash didn't look that bad when the tire was deflated, but now its on the wheel and inflated I don't know if the tire is any good.

I heard it quite a bit back in the 70s, maybe up 'til 1981 or so when I moved to the western USA. Been pretty rare since.

The Scots used to catch flack for being cheap also, haven't heard action in a LOOONG time.
