More obvious is that the cyclist is a total Fred and that's how he greets people. Consider the facts:
"Road cyclist" on MUP = Fred
CF at walking pace = Fred
Bell on bike = Fred
Greet those you encounter = Fred
Freds are generally friendly, and the bell was unnecessary the same way as saying "hi" is.

OP, did you have your beast on a leash? If not, I hate you. I hate dog owners who let their dogs loose on the MUP. I came close to crashing twice because of them. Where I live, it is required that beasts are on a leash on the MUP.

I use a bell on the mountain bike. I used to have one on the road bike and might bring it back. No better way to get a girl to smile then to ring a bell as you go by

Bells are often used just to make sure the rider gets noticed. I've had people pull in front of me (kids, walkers, runners, skaters, and cars alike) even when I swore we made eye contact. For that reason, I recognize a bell as a precautionary measure and don't take offense.

I actually have an Incredibell on one of my 'bents (delivered that way and I didn't bother to remove it) I can't remember occasions I actually use it, except when approaching riders fast who seem particularly oblivious and unable to hold a straight line.

I eat plenty of beans before my ride and use my Human air horn to warn people on the path. Seems to put a smile on everyone's face most specially mine!

Your absolutely right; in full kit and carbon bike a bell is a major "foe pa" and just darn insulting. Now when I ride in a full kit on my carbon bike I carry one of these babies:air horn.jpg

I had a bell on my mountain bike. In a race, on a rough downhill section it was ringing itself due to the jarring terrain. One of the other competitors pulled out of my way thinking that I wanted to pass.
