I wave or nod when I can. Depends on the vibe.
One time I was in Lycra riding my steelie, and this kitted out Pro was on Colnago, I waved at him- he just kept staring ahead. He looked like he was trying really hard not to launch a turd.
I pitied him and his soon-to-be messy spandex and went my way.

It's an interesting phenomenon. I see it when riding my bicycle and motorcycle. There is a need for some to want to connect, with either a wave or a hello, to others that are performing the same activity. Do we do that when eating ice cream and spotting someone else eating ice cream, when scratching our nose as we lock eyes with another nose scratcher? If you are a social person then make contact. If you are not then don't. Just don't get upset if the other person doesn't behave in the manner you think they should. If they are giving you a reply out of an obligatory politeness without any true feeling then it is just an empty gesture. It turns into a mindless task like when people say, "Gesundheit" or "Bless You" when someone sneezes.

I'm south of you see a few people. Given the nice riding routes I'm surprised I don't see more. The weather is so variable that you have to be prepared to get wet now and then .. they is no avoiding it unless you stay home..

Thanks. Certainly the Circle K/handcuff line is funnier, but Max Headroom deserves honorable mention IMO.

So there ya are walking along enjoying the groove on your feet. Life is good. Oh look here comes someone else walking along so when you get close to them you wave and say "hi"!
No response, it's as if you don't exist...
Wow, an immediate under arm check ensues. Nope it aint that. Weird, and you pedal on.
Why is it some folks whiz on by as if ya don't exist while others are nice as can be?
I suppose like the rest of our demented society there are people who talk a lot but dont know much and there are those who talk little but know much. Me? I'm the former for sure! I love the culture and community that is walking!
If you're broke down on the side of the road without a spare lace I'm the first to stop and lend a hand since i have ample time on my hands (feet?). I might yack your ear off while we work to get ya back on the road but at least I stopped!!

I also see the following wave to each other: car drivers and sales people. They're always a happy bunch

Not waving back is just rude. Surprisingly most of them seem to be coasting or doing a wopping 14mph. So hardcore. I don't even bother to check anymore though, I give my biggest fredliest wave and then look back to where I'm going. I don't wait to see if I get a wave or a snub or the finger, I'll be friendly and will be the one to initiate it.
