24" vs 650

I've got a daughter who is turning into a outstanding little bike rider. She want's to upgrade to what she calls a "skinny wheel bike". She's almost 9 and I'm certain a 24" would work for her but they are a bit hard to find. At least one of our LBS have 650's.

Are the measurements between the two (650 and 24) directly comparable as in are they measuring the same thing? If so I get a difference of about 1.5 inches or 40mm between the two which likely wouldn't take long to grow into if it's slightly large.

If a 24" is what you want, there's one on eBay, and I believe Orbea makes 40cm bikes. I wonder if 24" wheels can work on a frame designed for 650, with some mods.
