Frame only!

Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Well, I'm prospectively interested in getting a new bicycle, except this would be more of a project bike: I want to do all assembly (minus headset) myself. So, I am looking into a good frame. Where can I get a good carbon frame, and how much should I expect to pay? How about good aluminum frames? I am looking for something under $1000 for the frame only, $1.5k tops. Any brands/suggestions? Also, suggestions on the fork would be nice too.

Oh, forgot to mention, I would like it to have mounts for a rear rack. Yes, I know, rear rack == heavy/whatever, but I find them handy, as my bicycling is mostly commuting/recreational.
