Yeah they're trying to lynch some poor git because he used a fire truck for non-fire related purposes, just as thousands before hime have. It's not unusual to see multiple appliances pull up to a park so that all the firies can have a game of touch footy or down at Macca's. But someone decided that this poor bugger needed to be dragged over the coals. In all likelihood he'll get the sack.

Some politician must have got involved so they'll probably decide to have a crack down, make an example of the poor sod and then everything (but the bloke who lost his job) will be back to normal in a few months.
