Frameless bike?

Kind of a joke in a way, but with seeing a trend in people getting road bikes with smaller frames so they can shave weight, and compensate with a longer seatpost and stem, I wonder how small frames can get? Eventually the frames could be almost non-existant. They could end up being just a junction point at the bottom bracket for everything else.
Any 700c road bikes out there with super small frames that still qualify as legal?
I know, prolly a dumb topic, but it's Saturday, and I'm bored at work.

Am there.....Doing that.....It's called a Dahon Helios SL.....17 lbs.....Rides better than my 21 lb road bike.....Folds down to the size of a medium suit-case......Wherever I go, it goes.....& goes.....& goes......
