C'mon now, the guy has just 8 posts, and maybe he's not even American (or have English as his first language). Many new riders want to get a metric to compare themselves against. It is only the seasoned old hands who know that average speed is almost pointless as a gauge, but if he's only doing 12mph on a ride, aiming for 15mph might be a worthwhile target for him if he knows that is achievable because others say that's what they are doing.

By myself? Upper 17's to mid 20's depending on hundreds of variables, can do that for a hundred.
By myself taking it easy, just riding around? 12's to 16's
With the normal no drop group? 17's to 20ish. With the fast group? 21+ for 60-80 miles.
Racing? 23 to 25 in my area for 1 hour crits, about the same for road races - cat 4
Bikes average speed? 0 when not being moved by a person
Variables can include things like clothes I'm wearing, wind direction, wind speed, humidity, temperature, time of day, fitness going into the ride, how rested I am going into the ride, stress level from day to day life, what type of ride I'm doing, what shape my bike is in (drivetrain wear, tire wear, etc..), street lights, stop signs, pavement condition, rain, snow, dry, ice, nagging injuries, elevation gain, average elevation above sea level of ride, items I'm carrying on myself and/or bike, I could list hundreds more, but I think you get the picture.
