I debated between the Road Caddy and the Arundel Uno. Ended up getting an Arundel Dual in order to ride with two spare tubes. It is an awesome seatbag. So awesome that I also bought an Uno for times when I don't feel the need to carry two tubes. The Uno is likely a comparable size to the Road Caddy. I'd highly recommend either.

Sits tight under the saddle leaving plenty of seat post available for a tail light mount. Has a light loop that would work well for smaller lights.. The wide Velcro strap seems unlikely to work loose.

I went instead for the 'micro' caddy or 'mini' caddy. I can't remember what it's called. It's just a touch larger so that you can jam in all the stuff you posted in your photo, but you can also cram in another extra tube, which I like. It has one of those under the saddle docking mechanisms, which prevents bib chaffing, which is important to me, because i have massive guads.
