Seatpost Problem

I'm trying to fit a 27.2mm OD seatpost into a seattube on an older bike that's like 27.1mm, 26.8mm depending on where I take the measurement from.

Is there a way to fit the seatpost in here?

Because of the age of the cranks, are they fragile or weaker than...

Right. It's the standard. But there are track hubs made in many other sizes. So it doesn't matter if the rear spacing is 120mm or 135mm...either way there'll be a hub to match.
