It appears to be chrome plated and the decal is on top of the chrome so should be easy to remove if I wanted to. You can feel the flakes of the decal that are chipping off..

Fixed it up a lot recently - too many things to mention, brand new Weinmann levers though. Done 400 + miles with it the past couple of months in the DC area. You could say it treats me well.
