Traditionally you get them for competing an alley cat or messenger organized race.
A variation of this, a poker race involves you getting cards at each point of the race and who ever has the best hand wins something. Thats why you see playing cards stuck in spokes.
A lot of peeps make 'em too. Your spokes are the perfect place to show off some art.

I lost my favourite spoke card recently (sniff) went too fast.
Hey if anyone has one of that race, Best Little *****house Alleycat, gimme gimme?
bah, no one woud give those away
Yo Yeti, if you ever read this, make me another! Those were classic! Yeti made the flyers and cards and I made the race. Checkpoints were known *****houses and you had to visit each and find the landmark that would let you answer the question on the manifest correctly. The second to last checkpoint was a sex shop and you had to go inside and ask the counter lady for good time and buy one of those novelty...body parts that start as a capsule and expands in a glass of water. Then she would give you the address of the last *****house and you raced there, answered the manifest question then hightailed it to the bar that was the finish line. But don't worry, you didn't actually have to "visit" any of the establishments! Just get to the addy and find the answers. Not very PC but all the other themes had been done that year, drinking, gambling etc so we hadda come up with an original one

Do what you like, I really don't care. I'm just pointing out that some people might find it in bad taste if you haven't "earned" them.

I should totally fill my wheels some time with GI-Joe toys. I think their hands are the perfect size for grabbing a spoke and it would sure look fun!

Why don't you just make some? That seems like the most obvious and simple thing to do. Just draw or print an image on some paper or cardstock, laminate it, and stick the thing in your spokes. No one can say a damn thing if it's a card you made.
If that won't work, I could sell you copies of any of the cards from my illustrious Chicago racing career. How about $50 a peice?

If you really want spoke cards, just do some alleycats. Ohio's pretty central, we've had people from there at some of our races, you aren't far from a bunch of other cities as well. And it's not like you have to win or anything to get a spoke card, just show up, pay your five bucks and ride, that's all.

Here's a company I found that provides spoke cards... I am in no way affiliated with this company, nor am I profiting from them. I'm not only the president, I'm also a customer!
