perhaps it is an older fork meant for 27 inch wheels...my fork is like that too, i couldnt find any modern brake long enough to reach the rim, which is why i now rely on small children and cab bumpers to stop in emergencies

I knew a few people who had old school emergency brakes in the form of thick pieces of leather on the palm of their gloves. You can then plam the tire to have a pretty effective front brake.
Can also do the shoe against the back tire but its much harder to stop quickly and good shoes are a lot more expensive than brake pads.
