As I was told by a parking enforcement agent - "Parking" is a vehicle not running with no driver, "Standing" has a driver in the vehicle, might not be running, "stopped" has the the vehicle running. The signage I see locally usually will state "No standing or stopping".

I worked at 4th & South for a time. Used to take the No. 40 bus down there. Would often have to stop while Ben Krass got out of his yellow Rolls Royce convertible in front of the store. He was always accompanied by much younger women.
Late in life he lived at the Korman Suites at 20th & Hamilton. He would occasionally drink at McCrossen’s Tavern across the street. By then, he looked fossilized.
Mutumbo, from the Sixers, lived there too. He would call the tavern for a table. The place would reserve him one in the back of the dining room so he would have enough legroom.
