I wouldn't count on that to give you a decent tension reading. To check your tension, compare the tone of the spokes to the tone of the spokes on a known well-built wheel of the same basic design. Then, you can use your meter to compare all the spokes so that you have uniform tension around the wheel. Or, get friendly with a local shop and take your meter down there and test it on a bunch of whees and see what you get. But, trying to get the tension on the drive side to 100kgf or 110kgf, I wouldn't trust that meter without 1. calibrating in some dependable way and 2. experimenting with it to make sure you get consistent readings -- i.e. precision.

In my experience as an amateur wheel builder who uses a Park tension meter, I always end up with considerably more tension than I would if I were building just by feel -- feel of the spokes as they tighten and when stressed and feel of the torque applied to the typical Park spoke wrench. That's the value to me -- it prevents me from building undertensioned wheels and helps me in getting really good uniformity of tension around the wheel.
