Schwinn Paramount with 26” Reynolds 531 Tubing Frame. Stand over height is 36". Former owner told me the Schwinn official website said “Congratulations, you have an official Schwinn made Paramount.“, AND that it was custom made for a Schwinn executive. It has the chrome lugs in front along with chrome dropouts front and rear.
I have no interest in the bike (not a Paramount type). Someone else will have to investigate.

The seatlug is very much not Schwinn/Paramount style at all IMO.
