One angle he might pursue that has been somewhat successful locally is to inform the jurisdiction that damage caused by road hazards that they have been made aware of is their liability. Then s/he just has to get folks to report all the defects as well as any damage that results from them. My city is a bit slow and has a few six-figure settlements, but maybe his has better stewards of public funds.

I find that I'm enjoying road cycling less due to the condition of my roads. I find that trying to find a rideable surface increases the number of conflicts with motorists. I will encounter fairly busy roads where the inire right side is unsafe, putting me in the driving lane (also unsafe). Motorists should join cyclists in advocacy for better infrastructure. I'd be thrilled with a halfway decent shoulder. If they would run a sweeper across it a couple of times a month, that would be great. I find myself exploring other areas to find better roads (not that it's a bad thing).

My county and local towns have been 'deferring' road maintenance for years in an effort to close their budget gaps. The consequence being some axle-busters around here; which is why my tires are 700c x 38. With tread.
