It may have been this bike : https://riderungu.com/
I have never seen one first hand, but would like to ride/test drive one.
YMMV

That bears absolutely no resemblance to the description in the OP.

IIRC, it had chainrings
How about "tricycle", i.e. a cycle with three wheels? Recumbent and stand up are contradictory.

It's definitely a workout device, not practical transportation. I don't think I've ever seen one being used on a road. They appear to be rather difficult to steer with any precision, much worse than skateboards, for example.

I've "ridden" (operated?) one. It was not only inefficient, it weighed a ton, was impossible to go up hill and simply was not fun at all. It would be interesting to me to see if there's any real data about how many times a person uses one if they buy it. I'd guess less than 10.

I think it would be an utter panic to ride one of those down a 15% grade with curves.
Hope you can lean it and keep at least two wheels on the ground.

There's a guy who rides one regularly on the MUP I use for my after-work ride. He gets it going about 15 mph, but there's no serious grade up or down where he rides. He's in pretty amazing shape. I don't think he's the typical user, his speed is about 1.5 times faster than anyone else I've seen on one of those.
