I'd love an adjustable stem, but I don't think you can make a sturdy one at a reasonable cost. Manufacturers are probably afraid of liability, and rightly so.

Lots of bikes come with adjustable stems.

Not sure why they haven't caught on in the North American market.

Are there stems that go forward and back without going up and down? That's what I want.

I mean, not lately, but a lot of the old track bikes that pop up in the Paramount Facebook group for instance have stems like that.
Threadless stems are so easy to swap there’s no need to bother with adjustable ones.

I realize that I am a little late to this party but I just wanted to chime in my experience.
I commute regularly on a gravel bike. The drop bars are a little wider than traditional road bike bars and also have a slight (I think 8 degree) flair to the drops. I cannot give you actual specs because they are HED branded OEM bars (HED Eroica) and I'm not near the bike at the moment. I find these bars to be a very good compromise.
