Thanks again for your patience. The BB is 68mm and "normal" threaded (right-hand on non-drive and left on drive side). There appears to be three holes in the head tube. I was unable to find any serial number on the steerer tube. Some additional photos have been attached for reference.

Interior of head tube showing three (filled) holes.

Chainstay cable stop.

What little can be seen on the bottom bracket.

Little bit of a clue inside the top cup.

Non-drive side. Right-hand threaded.

Fork crown.

Fork drop-outs.

3 (head tube) holes in that pattern is yet another nod to Raleigh, eh?

Steerer tube also gives away the original color, I like that metallic blue.

I was thinking the same thing. Those lugs look vaguely like a nice Grand Prix or International I once had. The lugs were very intricate and were chromed.

More of the serial number (et al?) MIGHT emerge if you chip back the paint further on the BB shell.

Good to see the other clues emerge upon removing the fork.

Thank you for the additional image and information Hailstorm7.

The combination of a Raleigh headplate and rapier chainstays is suggestive of the Competition model, although have never seen one costumed with this Vagner crown.

wrt blue paint - keep in mind that this is only a prior colour and not necessarily the original one.

we also still do not know fork to be original to frame.

what is the form of the keyway in the steerer, if present?

four choices: vee, square, flat, non-existant.

Raleigh or Carlton product to me.
If an international, the rear brake bridge has been removed.
The paint to me screams respray. Serial number may be hiding and or filed off.

To juvela's point, is there any overspray visible in the seat tube, BB shell or other spot which we can link to what's on the steerer tube? Probably not in seat tube, it's such a high-friction spot.
