I don't know the identity of the manufacturer but the format is consistent with the Japanese source used by Bianchi in the 1980s. The frame itself is from June 1974 while the fork is a standard, off the shelf, Ishiwata product from May 1974. Given that the fork is Ishiwata, the frame tubing is likely Ishiwata too. Consequently, we may be able to determine the tubeset from the inner diameter of the seat tube or the diameter of a proper fitting seat post.

It's almost certainly Ishiwata 024, as 27.0mm would be the correct size post and it's an appropriate tubeset given the level of workmanship on the frame. The only Tange possibility would be Champion Pro but that seems unrealistically optimistic given the mass production workmanship and Ishiwata fork.

Picked this up last weekend from a neighbor. Dr. Google tells me this was a Japanese brand that was trying to evoke Italian flair, and this was apparently the top model. It’s nothing special, but it is double butted chromoly, and apparently fully chromed under the paint. Neat little frame with some nice SR Royal components and KKT pedals. I’ll likely clean this up and sell it locally. Just wanted to share...

I just thought I’d record a couple more details since I see so little information about these on the interwebs. I am less convinced that I’ll sell, and am toying with the idea of making it a townie commuter.
The weight of the frame is 6.8 lbs or thereabouts. This is the difference on the bathroom scale between me and me+bike. Not a featherweight, but consistent with a posted weight I saw for an Ishiwata 024 frame, so I am still going along with T-Mar’s suggestion that this is likely the tubeset. Revisiting the specs I had seen before, my measured weight now seems excessive, so I'll need to doublecheck the weight.
Also, I am intrigued by the Suntour GS dropouts, as they have this fold inward toward the hub at the eyelet. I haven’t seen it before, and I just think it’s pretty. I have a couple of angles of this below. Spacing is 123mm.
In addition, YCF fork ends.

Quick update on this frame... So I remeasured the weight for this frame/fork vs the Mercian, both with 56.5cm CTC seat tubes. The Campania is definitely 6.8 lbs as measured above, including headset and cartridge bottom bracket. The Mercian, with headset but no bottom bracket, came in at 6.4 lbs. Even allowing some wiggle room due to the bathroom scale’s accuracy, the frames are definitely comparable (at least as far as weight is concerned). Pretty happy with the freebie - I’ll definitely keep it for at least a test build...

Yup, that's the Mercian, waiting for attention. I need to build a wheelset for it, which is why it has stalled a bit. I'm envisioning a drop bar build with index bar-ends and wide range triple for the Mercian.

When we got married in 1975, I bought my wife a Campania ladies model, blue like yours. I don't remember the model name or equipment spec, but it seemed a pretty nice bike. She never took to it, didnt like the drop bars, shifters or brakes, so we traded "down" to a ladies Schwinn Traveller 3 speed, near mint condition, from a lady at work. My wife didn't ride it much either, so in a few years, we traded the Schwinn for a case of frozen salmon filets from our meat delivery person for his wife to ride. This was the and of my wife's cycling career but I'm still out there pedaling my '64 Legnano, among others. Have fun with yours, it cleaned up nice.

Now that I'm sorta convinced it's a Fuji S-10-S doppelganger, I'm strongly leaning towards keeping it in the coral of personal bicycles (sadly though, that means something else has to go). I really bought it on a lark, thinking that the Suntour derailleurs and alloy wheels were worth the purchase price (easily).

I have a quick update on original specs for the Professional, as I ran across an ebay seller who parted out a 74 that he’d found complete. He had the same SR Royal crank and seat post, but he also had the drilled SR Royal stem, Phil Wood bottom bracket (which mine apparently has), Phil hubs, tubular rims, Cyclone derailleurs, Suntour bar-ends, SR rando handlebars. Pretty nice kit for then. I’m moving along on the build and will post updated pics soon.

definitely would be "cutting edge" for a brand to be spec-ing Phil Wood products in '74 as OEM but maybe this H. McIver was just that forward thinking a guy, and Van Nuys was ground zero!

Finally, after stealing time here and there, I have a new commuter. I couldn’t be more happy that this freebie frame turned into such a swan. With basket, it weighs 27.4 pounds, which is several pounds lighter than my previous commuter, the Puch.
Build details:
I decided early on that I would repurpose the SKS longboards, so that dictated the decision to go no wider than 25mm in this iteration. I found a CL posting for these brand new Vittoria Rubino Pros for $12 apiece, and the rest sprung from there.
- VO Milan bars w/ Origin8 stem
- Tektro FL540 levers
- Suntour thumb shifters (from BF)
- Public Bikes grips (cheap, on sale)
- Sugino AT 52-38-28
- MKS Sylvan Touring pedals
- Shimano UN55 bottom bracket 127mm spindle
- Shimano 6sp freewheel 14-28
- Sunshine Gyromaster hubs laced to Mavic rims, unsure of model
- Mafac Racer brakes w/ Koolstop pads
- Brooks B17
- Bontrager 27.0 seat post
- Suntour Blue Line fd and rd - low mileage, came from a long sold Univega touring
- Wald 1392 basket
