All of the seat posts in the family have a simple round of tape on the post. It lasts forever. If I needed to weather proof it when the post is removed (never happened yet), I'd just go to the hardware store and get a couple of rubber or cork plugs (because you'll probably lose one). But I also like the balloon idea someone mentioned especially if the seat post isn't round. But since I have a jar of various sized corks I bought in the past not knowing what size I actually needed, I'd mine that first.

I'm sure if you remove the seat with the seat post attached, with the ring on it, you will be able to reinstall it in the same place. As for plugging the seat post tube, you can easily find a rubber stopper that will fit, or something like that. It shouldn't be too difficult.

Those have been around for years. I see them on the counter of almost every bike shop I have been in over the last fifteen years. They are made basically to keep dirt and moisture out, but can be used as a stop for the seat post if you need to take it out often, for transport. Just get one that fits snug, or add a small drop of rubber cement or super glue.

I would find a way to not have to remove the seat post when transporting the bike. This may mean getting a hitch receiver installed to be able to fit a platform rack. I would also prefer to just remove the seat post as opposed to jamming it all the way into the frame.

You can see the I have the seat lowered on my inboard bike. I’ll mess with the placement of them, but am leaning towards the plug or balloon solution. I am a beer drinker, so don’t have a cork collection😊. Thank you all.

I would score the seatpost with a file (just a nick is all you need) so you can just lower it.
