Complete bike or frame for project?

This one might be a doozy but here it goes. I've been scoping out craigslist looking for a good fixed gear conversion and came across this post. The two things I have my eye on are the $25 Schwinn Continental II and the yellow lugged 23" frame for $20 (says he has the forks for it). Are these, or anything else he has, worth picking up to get my project started?

1979 Continental II? That had the Ashtabula crank, right? Do you plan to install a bottom bracket threaded shell converter? It's more complicated. If you haven't purchased the frame yet, why not just look for a 1980s Japanese frame? PG
