Shortening chain/wheelbase

What does it do to the handling of a fixed gear bike if you shorten the chain and bring the rear wheel as close to the frame as possible? I have never done it but I have seen it done before.

edit: pic of my newest bike, a lot of clearance there.

It makes it slightly harder to remove the rear wheel.

It does nothing noticeable to the handling. If you ever change your gearing, a slammed wheel is just slightly more annoying to work with.

Yeah the bend in the seat tube starts too late. I never understood why they didn't start it sooner, nearer the top, so that you could tuck the wheel in.

Because then you wouldn't be able to insert the seatpost far enough.
