Advice for buying frameset

Hi, I'm looking for some advice as I work my way towards building a single speed road bike.
Admittedly, I am quite a noob so I am looking for suggestions for where to look for framesets.

The reason I'm just looking for framesets is that I already have wheels/crank/BB/etc, and I don't see a point in buying a complete bike. The problem I am facing is that I'm not sure where to look, as alot of sites I'm checking only sell full bikes. Also, I'm in Canada and I hear that the taxes added are crazy if I buy anything from US.

Another avenue I have yet to explore is going to the bike store. Do they have connections that will get me framesets at prices I wouldn't get myself online?

I'm not sure how realistic my budget is, but I am looking for something in the range of $200, the less the better.

Sorry if this is a dumb question. Any help would be appreciated!

Superb frame. Fits up to 45mm tires if you ever want to go wide. Fits fenders and rack. You won't find a nicer, more versatile frame at a price like that if you're going steel.
