Last time I had a tire hop that bad it was because of the rim tape not allowing the tire to seat properly.

I normally inflate the tyre to somewhere near working pressure, deflate it, then check everything is well bedded before reinflating it.

Yep, with only a couple psi in the tire, I go around the wheel on both sides and make sure the witness line is the same height above the rim, like this:

If you just throw the tire on and pump, it may or may not work out well for you.

Yeah I usually stop twice per tire and kinda rock the tire back and forth pushing it with my palms. Especially with bigger tires, I find they suck in more or whatever you want to call it when the line is going into the rim.
