Rack & panniers on a SS

Hello

I'm 20miles/day London (that's England) commuter who's looking to go fixed-wheel in the New Year.

I carry too much junk to put on my back, so need a lugged frame for a rack.

Can anyone suggest a reasonably priced off-the-shelf model that I should look at?
