Looking for a tiny track frame for my lady

Any ideas on tiny frames? i'm looking for something with a 49-50cm TT (50cm max) for my lovely lady. I've been spocking ebay for awhile with no luck. otherwise it looks like it's either the cheapo Fuji SE (which might not be all that bad for the intended purpose of mostly fun riding) or something custom.
any ideas appreciated, i'd really like to get her on a fixie. I know Kogswell has a small (46cm?)mixte frame that would be really cool but i can't find a TT length for it anywhere, their site lists the virtual tt size as "?" which is cute but of no help(how hard is it to measure a freakin toptube?).

I always see little track frames on ebay...48-50cm by that one guy that sells all those keirin frames...mine is like a 51cm and I'm 5'6"

Fuji makes some quite small frames. They have one that uses 650c wheels that is good for 5 footers, and a bit less expensive than the keirin frames

I built up an IRO for my wife. The smallest one they sell. Numbers on the site. It was the Mark V, I don't know if that is track enough, but it made a nice little bike.

The Fuji might just have to fit the bill. turd's is cool.
btw, obviously a mixte has no top tube but neither do most modern compact frames(arguably). i just want the distance from the headtube to the seattube in a horizontal line. simple enough.

my wife has a 43cm sysip track frame, with 650c wheels. it fits her ok, she is 5'3. i think a 46 with 700s would be better.

I inquired with Kogswell a while ago about the model M
the effective TT of the 46cm mixte is 52cm c-c.
