You just need bmx cranks. Totally easy to do. I wouldn't go calling it a "track" bike though, as everyone who is making fun of you for calling a chainwheel a crank will get all uppity again, but as the links show this is totally doable. What I can't remember is what the standard BMX chainline is, so you might have annoying chainline issues.

you can get those bulletproof bmx cranks, and not have to mess with the one piece crank. still, chainline...i'm still not totally sure what size BB is needed to keep a 42mm chainline (or close).

Get a crank/bottom bracket combo like this:

Euro (JIS) BB, with a crankset that will fit that chainring. Super-heavy, pretty expensive, and the bearings will wear out pretty quick. But, you will have a pretty sharp looking drivetrain.
