Micro Drive Track?

Micro Drive Track?
A few months back I grabbed an old 39t 130bcd ring out of a clearance bin to replace the small ring on my road bike. When I got home I realized that the ring was too wide for 8spd chain. I tried 5 speed suntour chain, still too wide. With calipers the ring measures 3mm. The only markings are "<39>" and "FG" and the ring is unused.
I have a few questions:
who ever made a 39t 1/8" 130BCD ring and why?
Is there a meaningful efficiency loss with a smaller drivetrain on a track bike? say 39-12?
Any good reason not to run 39-13 on the street? (aside from lack of skid spots and faster drivetrain wear)

I asked this same question a while ago. There is less gear contact with the smaller rings, so more wear and not quite as smooth.

Might be an old BMX ring? But what kind of BMX cranks are/were 130 BCD... what kind indeed.
