Will a BMX brake lever fit on 26 mm nitto bullhorns?

Nope. Not without some creative filing/dremeling.

how do you use cross levers as the sole brake, they have nothing to hold the brake line?

The big knobby, pluggy thing at one end of the brake cable goes right up against the cross lever. The other side of the lever goes against the housing. Easy peasy pie.

Stop thinking about it so hard, you'll get it.
