That "outfit" is standard issue in the ghettos of Cleveland.
Even the gas stations sell the X-Long t-shirts.
There was a whole article about the "look" in a local magazine.
A teacher frined of mine remarked on how her class looked like a room full of smurfs.

Personally, I hate long hangy flappy clothing cuz it always gets hung up on the nose of my saddle.
